In Oakland, California, Whelan is raised. Whelan submitted her school photo to the San Francisco Talent Agency after hearing and taking part in a local production of The King and I, at the age of 8, and released a series of TV commercials.
An M&M advert got her heard by the producers and got her cast in Friends (1979), which was soon cancelled. Around the same time, at the age of 11, she was cast as Vicki, the daughter of Captain Stubing, initially as a guest star, but later on she made regular appearances.
