Whelan is raised in Oakland , California. After auditioning and participating in a local production of The King and I at the age of 8, Whelan submitted her school photo to the San Francisco Talent Agency and landed a series of TV advertisements.

An M&M advert got her heard by the producers and got her cast in Friends (1979), which was soon cancelled. Around the same time, at the age of 11, she was cast as Vicki, the daughter of Captain Stubing, initially as a guest star, but later on she made regular appearances.

In 1984, Whelan graduated from Buckley School in Sherman Oaks, California (close friend of classmate Laura Dern) with a degree at Guildford College in Surrey, England, where she studied English Literature before moving to Los Angeles.

In the mid-1980s, in Los Angeles, having returned from England and the Love Boat series coming to an end, Whelan moved to New York City and worked as an event manager in Madison Square Garden, where she helped set up an exhibition.

In 1999, Whelan started working as radio host for the 1210 WPHT radio station and an investigative producer for the Los Angeles television station KCOP after quiting acting.
